Quarter mint error?

I had several 1969 coit sets and notice that the Quarter in one has a distinct  circular marking that goes both sides of "In God---+ and under the neck.  Any suggestions as to what it is???   I have found several coins with cuds or die breaks but this is different.  It is not in the plastic.

That circular mark is imparted by a counting and/or rolling machine. It did not occur at the mint, and so it is considered just damage.
