NGC does not recognize it as a variety. In the upcoming April NGC News, my Collectors' Edge column actually addresses this very die flaw. Here's a preview: Q: My 1960 nickel has the top of the 0 in the date attached to the coin's edge. What kind of variety is this? I want to sell it to a dealer. A: This is a bit tricky, as a small die break connecting a peripheral design element to the rim is not really a variety, since it was not in the die as made. Nickels dated 1960 are often seen with a raised lump connecting the 0 to the rim, and this can be described as a die state or minor mint error. There's no premium on such flaws, though they are collectible.
