I doubt it. It has  probably been plated aftermarket. Not uncommon as this was done to many years of cents.

Could even be a high school experiment but without photos, we are only guessing.

Nobody can answer your question without seeing at least a photo of the coin in question, however, the most likely explanation is that the coin is plated.  Guys that work in chrome plating shops get bored and pocket change gets plated all the time.
