Coin flip on the FH or not could be one day and not the next imo.  Very nice coin and I would send it in, the only concern is the rev and whats going on between States and America.  Looks like a planchet flaw or delamination maybe?

Here are the criteria for NGC to designate a Full Head:

  • three leaves in Liberty’s hair must be totally visible;
  • the hairline along Liberty’s brow must be complete;
  • the ear indentation must be evident.

The lines are all there and I can see everything you noted

I think it's struck through wire or something, and I don't think something like that normally affects the grade. A picky buyer might want it pristine, but I always find stuff like that more interesting.
