It grades about good - 6, however because the date is not readable it has no numismatic value.  Its only worth what the silver is worth, which at the last silver spot price I saw is just about $1.25.

Looks like a 1928-d and Agree with the above grade opinion might be worth $4 as its has quite a few less made than the 

Philadelphia minted coin at 4mil strikes

It doesn't appear to be a die crack, but it might be a lamination error, or it might just be a nasty scratch/gouge. Closer pictures may help to determine the cause, but I don't think the value would be much if it did turn out to be an actual error.

My best guess is damage, since it appears to continue on toward Jefferson's lapel  as a surface scratch.
