Didn't we see one of these a while back, 1970's Lincoln and it turned out that that someone possibly cleaned it with a very powerful sonic cleaner. I am thinking industrial size like the one used to clean automotive parts. 

either that or very serious plating deterioration.

Don't completely dismiss whizzing as a possibility. What is the "cheapest" coin on which to practice one's whizzing technique? The late cents that were not plated, e.g. 79's, 80's, 81's. If it's whizzed, it's a poor job - exactly what I'd expect from someone practicing on a coin.
