I was just wondering if this Penny could be scratched from the Planchet?. Because it kind a looks like it was trying to form another design

I don't think it was trying to form another design. The scratches are way deep to be anything with the minting process. It looks like someone was trying to clean, was frustrated or trying to make a fake error coin of some sort. it is really badly damaged.
