It has been plated or painted at some point, and the plating/paint is now wearing off.

Would it possibly be a proof? That could be possibly the reason for plating To conserve wear? Also how would a guy get that off without damaging the coin.

No, it is not a proof. And, plating any coin reduces its value. It does not preserve or enhance it in any way.

I agree-

 You don't conserve wear by plating, you put it in a 2x2 or other type of holder. Just a poor attempt of plating that has ruined any additional value it may have had.
