Why isnt this a cherry pickers guide double die reverse 1901 Indian cent 0

Look at the reverse of this Indian head the letter  E in the word CENT and the obverse has the repunched date as well. IS this not a double die reverse?

Because it is Longacre doubling not a DDR.

I have 4 or five 1901s and the other dates. Most of them I have seen all have this issue. It's like extra flow....
