I am no professional at being able to tell but I would think that it has been.

I see a VERY old cleaning, nothing recent, and then an attempt to retone it in an envelope. Not the end of the world. A lot are like that. I have one that is less far along. Sometimes, when we acquire an otherwise nice coin with a previous cleaning, this is actually the best way you can treat it. If you have the luxury of patience, this will keep improving.
