I'm not sure what I have here. There's these little hairline things, I have seen them on a VAM but can't remember what they are called or what variety one would see them on. Any little bit of info could help. I'm fairly certain it's not cleaned which was my original guess.

This is a good point to remember. Also, the fact that those hairlines are not visible in the protected areas - around the stars, lettering, leaves, etc.- is also a sign that the coin was cleaned.

The splotchy areas under the chin and on the neck, and all around the periphery of the obverse appear to be areas where the old toning was either not completely removed, or is returning.

This is a good learning coin. Study it closely.
