Toned 1943 D 0

Just curious of people's thoughts on this particular one. I haven't touched it in twenty years and really don't remember it when I received a collection of pennies. Is it common for toning on steel? Did someone attempt to coat the front for counterfeiting purposes? I'm not finding a lot online

the 1943 cents were made of steel with a thin zinc coating so that would be the zinc that has environmently toned over the years.
