Hello, what is NGC's philosophy on counter stamped coins such as the Meiji 1 Yen below? Would the counter stamp alone qualify it as details or damaged? Or would it receive a sub category similar to Trade Dollar Chop Marks?

Sorry, I'll try to be clearer. Looking at the coin as a whole, are counter stamps considered damage since they were not a part of the original coin? Would a coin like the one above receive a details or damaged grade overall because it's counter stamped?
