Not quite sure what your referring to. All I can see is possibly some Die Deterioration.

By 1968, through overuse the master hub was just becoming too worn out.  After year of use it was "spreading out" and the lettering was getting further and further from the center.  This meant that when the master dies, working hubs, and working dies hubbed from it were turned in the lathe down to the proper diameter the lettering was getting closer and closer to the rim and finally merging with it.  Many of the 1968 dies have IGWT and the L of LIBERTY actually merging into the rim.  So in 1969 a completely new master hub was made with the bust smaller and more detailed (most of the fine detail on the 1968 dies was mushy or just gone) and the lettering was moved in toward the center away from the rim.  If you compare a 1968 cent with a 1969 the changes are quite striking!  The relief was also lowered on the 1969 Master hub as well, but not to the extent it has been today.  So your coin is just a normal 1968 cent from the old master hub.
