Why did this not get PL designation?

I have a question to ask anyone who is with NGC and the grading department? I am a member of NGC and submit about 100 to 150 coins a month and I’m not a dealer. Just a collector and have been receiving some really confusing grades lately. As a example I just got back a 1881 Carson city GSA and it received a score of MS 64. Below is a picture of mine and can’t quite understand why it would not receive a prooflike designation when examples I have provided below mine in these images 45AA14F8-18E4-4B3C-AC9F-FA1AB96338BF.thumb.png.e4f19ad69d1e2bcdf7e0a3a708ce1caf.pngdid and mine did not. First image without the PL is obviously mine and the others just some off eBay and elsewhere.

Hi,

Thank you for your message. For a coin to receive a PL or DPL designation, it must show evidence of distinctive mirroring and frosted devices. While your coin may have terrific eye appeal, it may not exhibit these characteristics. The best way to evaluate reflectivity is to rotate the coin under lighting.
