I see nothing of the sort.  It's a damaged 2, from an impact with another coin or another hard object.

Back in the days when the numerals of the date were individually punched into the die by hand, that might have been a theoretical possibility. These days - or even in 1982, it would be so unlikely as to be almost impossible.
