Something seems off to this 1974 S silver proof Eisenhower in brown box

Other than appearing to have some stains on the obverse it looks pretty normal to me.  My only question is are you sure it is a silver proof?

Remember that the "silver" proofs are actually "silver-clad," but the presence of so much red on the edge suggests a copper-nickel-clad proof instead.

It would look different if it were CN Clad vice Silver Clad so maybe the probable CN composition of the Dollar is why it looks different than the Silver Clad Dollar you believe it to be. It definitely does not have a silver like appearance in your picture.
