It's a regular 1964 cent.  The 1964 SMS pieces all came on the market from the estate of Eva Adams, who was the director of the US Mint at the time they were made.  They were recognized as something special and out of the ordinary immediately, so it is likely impossible that any of them ever reached circulation.
