Most silver coins are well beyond the silver value. Unless silver really takes off it does not have much influence bouncing back and forth under 18. Gold is a larger percent of the coin vales so it has a much larger effect. For instance a BU 1941-d washington quarter at $25 is basically $100 per one dollar face. Silver for 90% is $11.6 per one dollar face (at $16 an ounce) Or to $2.9 of the $25 coin. Even if silver soared to $50 and ounce it would still be only $9 of the $25 coin.

Coin collecting is not influenced by Silver and Gold melt values. Put it in a different equation the economy  influences the value of gold and silver. I would say that Coin Values are based more on popularity of the times.
