1970-S Washington 25C Overstruck onto Canadian 25C?

My brother told me he had heard (many years ago) that US Washington quarters were overstruck onto Canadian quarters so I started digging.

Turns out, it didn't take much digging. There is a ton of this stuff on the Internet.

This article claims that NGC certified a 1970-S Washington quarter that was struck onto a 1941 Canadian quarter:

Is there any truth to this or is it all urban legend?
