I just received back a coin that I submitted to NGC.  Submission Number 4709080 - US  1930  $0.05  -  PCGS MS 64 3969.64/34182762.

It  came back with the MS covered with a red circle and on the plastic sleeve it says:

4836069-001

5C  1930  MS

VP  SERVICE  ME  SERVICE

Could you tell me what all this means.  Thanks very much for your time.

Thank you for your post. You selected the mint error and variety plus services for this coin. After evaluation our experts determined that the coin would not receive an attribution for either service. Therefore, the coin was graded and encapsulated per our normal procedure and placed into the poly bag along with a notation that it was evaluated for both services.
