Yes, until 1990 the cent mintmarks were hand punched into each working die, so their position, angle and depth could vary. Also, a die that has been repolished to remove erosion lines, clash impressions, etc. can have a shallow mintmark. The best examples of this are the 1922 Weak D and No D cents.
