If the1941 Canadian quarter is made of silver, my  Question is this , Why Is In 1970 Proof quarter struck  On a 1941 Canadian quarter error Coin , Not  Then silver Itself !

Thank you for your post. The coin you are referring you is a 1970 Proof Quarter which was struck on a Silver 1941 Canadian Quarter. The NGC label reads “1970-S 25C STRUCK ON 1941 CANADA 25C 5.63 GR MINT ERROR PF 65.” The 1941 Quarter was originally struck on a silver planchet.
