1963 proof Franklin half

To be honest, your pics need to show the fields in order to help grade the coin. You also need both sides of the coin shown to be able to help grade. You can tell its a proof coin, but Franklins are also known to have some cameo on one side and none on the other. You can make out some spotting so I'm betting this is gonna be a low to mid grade proof.

As Bsshog said, one cannot accurately grade a coin by looking at only one side and the photo provided does not give a good look at the fields of the coin. But, based on the obverse and the photo quality, my guess would be a PF 62 or PF 63.  There is definitely spotting present, which lowers the grade.
