Apparently cleaned coin given a grade - resubmit?

This is an NGC graded Australian 1921 star shilling. Considered the third rarest of Australian shillings after the 1933 and 1915h.

Shown to half a dozen or so coin dealers and experienced friends and almost unanimously - they say it's a cleaned coin.

Disappointing as this is is a rare and expensive coin. I am not sure if I'm looking at luster or something else to be honest.

Could NGC have made a mistake here? or is that cleaned appearance deceptive?

Also, can I get the coin re-graded without risk of dropping below AU53?
