grade and condition help 21D Walking Liberty Half

The coin has Fine sharpness, but unfortunately it has been cleaned with an abrasive. I don't think that it would get a straight grade in an NGC holder.

The indicator that the coin has been cleaned is the dull grayish tone combined with the darker areas in the recessed portions of the design.
