PCGS coin "Did not Cross"

I recently submitted several coins for cross-over. One did not and the only comment was "did not cross". Does this indicate NGC felt the PCGS grade was too high, or that it was a details grade coin and could not receive a numeric grade. Because all of my collection is in NGC slabs, I do not mind (too much) a lower grade, but a details grade would be not so good.

It could mean either one.  All you can really say for sure it means is they did not feel it would be accurate in an NGC slab at the stated cross over grade for some reason.
