Not possible.  The reeds are formed during the striking of the coin.  You can't have it being struck and yet have both sides completely blank.  At least not form the mint.  There are some people that make "slugs" to fool vending machines or short coin rolls returned to banks that make metal disks with reeded edges, but they do not show the three layer clad composition that our current coins do.

On;y other possibility would be a severe grease filled die.  Both dies would have to be clogged and they would still most likely be some traces of the designs.
