What is up with this? 1983 Lincoln

Not sure what to think of the reverse, specifically the word States? Any ideas?

Possibly a little die grease that stopped it from pressing all the way.

Is this kind of coin still available?

Possibly a little grease in the die and it is also directly opposite the base of the Lincoln bust which requires a lot of metal to fill, resulting frequently in weakness in this area on the reverse.  So it is not unusual.  Search your change for awhile and you should find some similar examples.

I used to find lots of these in pocket change back in the 80's. ( Yes, I am that old)
