A question about NGC's Registry Sets for Canadian Proof Like Coins

Hello everyone!

After years of adoring them, I've recently decided to get more serious about Canadian coinage and I was looking over NGC's competitive sets for Elizabeth II Proof Like Coins.  In looking at the sets, I noticed that NGC has a cutoff date of 1974 for Proof Like coins and they refer to 1975 and later coins from Proof Like sets as Uncirculated set issues.  I was wondering if anyone could clarify why NGC chose this cutoff date for Proof Like coins.  I have a couple sets from the 1980's and they are definitely a different finish than uncirculated coins minted for circulation and they look almost exactly the same as coins from sets in the 1968-1974 date range that I have.  Many thanks to anyone who can shed some light on this for me!
