I know it's a little beat up,but could it be? Opinions please.

Looks like a 1991 which should be a WAM. (upright of the 4th digit is way too close to the 9 for it to be a 4.)

Still looks like a 1 to me.  The vertical is still to close to the 9 to be a 4.  And frankly other than being posted sideways, the first image is the better one.
