Need help with unknown year Chinese dragon coin

I only have a little knowledge with this Chinese coin after I researched on websites, and I couldn't figure what year was it. So I would like to know what year was it and what grade would you give it?

Before you put too much work into it, run a magnet over it. That surface doesn't look like any authentic late Imperial silver coin I've seen. It looks like a contemporary counterfeit, and a rather lousy effort at counterfeiting at that.
