I'm not convinced this penny is completely lacking a copper plating. Instead, I think it is probably more likely that it has been plated over again with something else. 

Please weigh it with a very accurate scale - if it is underweight, it may be missing the cladding. If it is overweight, it is post mint damage.

Unfortunately I don't have access to a accurate scale, my scale weighs it at .1 oz.--- 2 occasionally bobbing on 3 grams

the picture does but I'll check it out when I get a chance or a scale, Thanks Much for opinion.
