The U.S. Mint's 1982-S proof set includes a unique item not found in any other years. What is it?

The mint had holders left over from 1981 with a hole for the SBA dollar. Since they didn't make SBA's in 1982 they filled this hole with a Department of the Treasury token rather than waste all of those proof set holders.
