the 1982's proof set came with an extra coin that had no legal value. The coin read the department of the treasury on the obverse with the date 1789 and a shield. The reverse had an eagle with arrows and an olive branch. The reverse read United States Proof Set

The mint had holders left over from 1981 with a hole for the SBA dollar. Since they didn't make SBA's in 1982 they filled this hole with a Department of the Treasury token rather than waste all of those proof set holders.
