NGC slab boxes: silver, red and blue?

I was checking out NGC slab boxes recently and in addition to the silver ones, I now see red ones (with gold lettering). When did these start coming out and are they official NGC boxes?

 

 

In addition to the red NGC boxes, I've also started to see blue CNGC boxes with photos of what looks to be NGC slabs in them. Does CNGC have anything to do with NGC?

I've never seen the blue ones.

 

The red ones started coming out a year or two ago, along with the red slabs (intended for pandas, I think).

 

I've got a bunch of the grey ones, and need to order more. Anyone know a good place to get them (that is, where to get them affordably?)

More seriously, I'm surprised that NGC did not make the Chinese boxes red given that red apparently means good luck in China.
