One-Sided Conservation

I have a Walker with gorgeous obverse toning, but the reverse is quite dark. It's currently in an NGC 66 holder. Assuming something can be done about the dark toning: (1) Will NCS conserve only one side of a coin? (2) If so, would the coin be sent back to NGC for grading? I would assume so.
