When is toning too deep to save

Hello, I have over the years bought and sold a number of these heavily toned coins, I have sent a few to be graded by NGC and have a hit and miss relationship with some being graded and others getting details grades. The one attached is my latest one which has some nice lustre underneath but some caked on toning (with a few tiny green spots which I have not seen on a silver coin before). Is it possible to save these coins or is it too far gone.
