My 2012 Pr70 UC high relief koala not accepted in registry,why?

In my Silver's Koala's I have a 2013 High Relief Ultra Cameo NGC # 3801090-007 that is part of my competitive set. The problem is that another coin 2012 High Relief Ultra Cameo NGC # 3676674-169 is not allowed. I cannot figure out why. They are the same coin but a different year. I own both and they are both registered. Why would one qualify but not the other?
