Q: What was the first circulating polymer banknote in the world (Country, Denomination & Pick Number)?

It appears that the 20 Colones Costa Rica (Pick 252) is dated 28 June 1983 and may be the earliest precisely DATED circulating polymer banknote.

 

There were others made in 1983: The Isle of Man (Pick 39); Haiti notes of 1, 2, 50, 100, 250 and 500 Gourdes (Pick 230b, 231b, 235b, and c, 236b, P237, and P238) but they are not dated so clearly.

On 27th January 1988, the Researve Bank of Australia (RBA) issued a A$10 polymer banknote to commemorate 200 years of European settlement (1788-1988). It was world's first true polymer banknote was developed by the RBA and the Commonwealth Scientific and Industrial research Organization.
