This is a tough question since the answer depends on what is meant by the words "federal coin."

 

The first coin depicting Washington appears to have been minted in 1783. There are multiple candidates dated 1783, but since "Federalism" didn't come into existence until 1787, the first "federal coin" must be dated 1787 or later.

 

Therefore, I'm going to choose the 1791 Washington Cent which appears at the top of page 81 of the 2013 Red Book.

 

If "federal coin" means minted by US Mint, then I would choose the 1900 Lafayette Dollar (bottom of page 285 of the 2013 Red Book).

According to the US Mint.Gov highlight, George Washington first appeared with Lafayette, on the Lafayette Dollar in 1899. The coin book, "Warman's "Coins and Paper Money 4th ed.", shows the Lafayette Dollar as being a 1900
