Are registry coins only given points on technical grade?

I dont see anyway that points could be given for eye-appeal as many sets have no pics or only a few pics of the coins in the set. Not to mention that awarding points baised on pics is a bad idea anyway. However extra points are awarded if you have a * or + graded coin, so in that way eye-appeal is rewarded.
