It has to be 1947...( they were double sets, showing the obverse and reverse of each coin from each mint ).

1947 was the first mint set although I don't believe they were offered for sale until 1948. (Packaged proof sets were first offered in 1842)

I believe the year of the first uncirculated set was 1947.

ANSWER: 1948. Though the first set included coins dated 1947, it wasn't until the following year that they were offered for sale.
