White Spots on Silver Coins

I recently had five 2009 Chinese silver 5 oz coins conserved by NCS and then encapsulated and graded by NGC. I then shipped these coins to Hong Kong and the buyer said that all of them have white spots.

 

I am attaching a photo of this.

 

Can you please tell me what this might be and what to do about it?

It would appear that this coin has what is known as "milk spots." Seen on silver coins, milk spots are created from chemicals used in the manufacture of the planchet before being struck into the finished coin. This struck in nature makes them impossible to safely remove through conservation. U.S. struck silver coins of the 1950's are most famous for having milk spots but many modern issues are also known to develop these kinds of spots.
