Early editions of the Red Book included which curious note to explain the low mintage of 1928(P) dollars?

It was believed that the 1928 dollar was released only for use in special events due to the low mintage.

All were struck between April 13 and April 20. Mintage ceased when the requirements of the Pittman Act were met.

Legend has it that the 1928 Peace Dollar was minted for use in building cornerstones. Not true but it's a nice legend.
