What is going on by the 9.

 

that is called a reed mark more than likely made by another coin coming off the coining press and striking an already struck coin in the bin where they fall after striking

 

a somewhat common happening

I'd grade the coin somewhere in the AU-58 to MS-63 range. The luster appears to be intact with some nice toning. There might be slightest hint of a rub on the highest parts of Franklin's curls. This is what some old time dealers used to call an "envelope Unc." So far as the color goes this is how an envelope storage coin should look when it tones nicely.
