The lack of squared off letters and rims, leads me to believe it is not a proof. The photos are a bit small to offer an accurate grade, but I'll guess 64RB for the heck of it.

Thanks for everyone that particpated. This 1900 IHC was graded by PCGS as PF64RB. It is hard to capture the brilliant color of a IHC proof in a slab. This coin has highly reflective mirrored fields. There isn't any blue in it's toning but a magenta and purple color. My images do not do her justice.
