2007 Mint Set with SMS - Does not have ALL coins required?

Is there a good reason a "Complete" 2007 Mint Set Does not have ALL of the Presidential Dollars as required coins. Presently they only require a "Type" coin entry in the Business Strike and one of the SMS? Of course, ALL of the State quarters are required?

 

Just not sure why a 2007 Mint Set is poorly represented?
