What is the rationale for limiting the NGC Star Designation to coins grading 63 & above?
Looking at it logically, shouldn't the Star Designation be available to coins of all grades? Haven't we all seen butt-ugly AU-58s and also extraordinary ones? Even in the lower grades, aren't some coins just spectacular for the technical grades, while others are nothing special? I think the Star would be a great way to differentiate these coins.
Here's a coin that can never qualify for a Star under the current rules but... shouldn't it? Its only a PF-62 yet its a nice one, IMO.....
