Using NGC’s CrossOver Service

Learn how to use NGC’s CrossOver service to submit PCGS-certified coins for NGC certification. Updated April 29, 2022.

NGC provides a CrossOver service option for coins certified by PCGS. This service allows a submitter to send PCGS-certified coins to NGC for certification without removing them from their holders prior to submission.

If a PCGS-certified coin submitted for CrossOver meets NGC’s standards for the submitter's requested minimum grade, the coin will be removed from its holder and certified by NGC. The full NGC grading fee will apply.

If a PCGS-certified coin fails to meet NGC’s standards for the submitter’s requested minimum grade, it will be returned to the submitter in its original PCGS holder. In this case, the full NGC grading fee will apply.

Coins graded by services other than PCGS are not eligible for the CrossOver service. They must be removed from their holder prior to being graded. NGC can remove coins from these holders when submissions are accompanied by a coin removal consent form [pdf]. This form must accompany each applicable submission form.

When submitting a PCGS-certified coin for CrossOver, select an NGC grading tier based on the coin’s fair market value and the turnaround time desired. Next, select the CrossOver service in the Add-On Services section. There is no additional fee for CrossOver; only the NGC grading tier fee applies. CrossOver submissions must be submitted on a separate submission form, and only one grading tier may be selected per form.

A CrossOver Minimum Grade may be entered for each coin submitted for CrossOver service. If NGC determines that the coin meets or exceeds the specific minimum grade, it will be certified (or “crossed”) by NGC. A CrossOver Minimum Grade cannot exceed the grade stated on the PCGS label. If no CrossOver Minimum Grade is specified, it is assumed that the coin should be certified by NGC if it will receive the same grade as the grade assigned by PCGS (or a higher grade).

CrossOver at same grade — If you would like your coin to be certified by NGC if it will receive at least the same grade as assigned by PCGS, write SAME in the space provided in the CrossOver Min. Grade column. Note that the minimum grade request applies to both the numerical grade and the strike character (e.g. Cameo or Ultra Cameo). If the numeric grade would be the same but the strike character would be lower, the coin will not cross.

IMPORTANT: If the CrossOver Min. Grade column on the NGC Submission Form is left blank, the grade on the holder becomes the CrossOver Minimum Grade. A blank column does NOT mean that NGC will cross the coin at any the grade. It means NGC will cross the coin only if it will receive the same grade or a higher grade.

You may NOT request a higher grade than the grade on the PCGS holder. Even though a higher grade cannot be requested when using the CrossOver submission, coins can cross at a higher grade level if they merit one.

Specified Minimum Grade — Submitters willing to cross their coins to NGC at a lower grade level than the grade on the PCGS holder can specify a minimum grade by writing the numeric grade in the CrossOver Min. Grade column. For example, if a coin is graded MS 64 and the submitter will accept an MS 63 from NGC, the grade MS 63 should be written in the CrossOver Min. Grade field for that line item.

Cross at any grade — Write ANY in the CrossOver Min. Grade column to have your coins crossed regardless of the grade that NGC would assign. IMPORTANT: Coins that will receive an NGC Details Grade, such as coins with scratches or cleaning, will not cross if ANY is specified. For these coins, see the option below.

Coins for NGC Details Grading — Coins with detrimental surface conditions, including coins that have been Details graded or described as genuine by PCGS can be crossed to a holder with an NGC Details Grade by writing DETAILS in the CrossOver Min. Grade column. If DETAILS is requested and a coin is eligible for numeric grade, a numeric grade will be assigned. Likewise, if a numerically graded coin has a detrimental surface condition, it will be NGC Details Graded if DETAILS has been specified in the CrossOver Min. Grade column.

Coins with Strike Characters, such as CAMEO and FULL BANDS — When submitting coins for CrossOver, you cannot request a designation that is not already assigned to the coin on its current holder. For example, you cannot request that a Standing Liberty Quarter that has not been designated FULL HEAD cross to NGC only if it receives the FULL HEAD designation.

If the coins have been assigned a grade-modifying strike character” such as DCAM, RB or FS by PCGS, NGC will remove the coins from their holders only if NGC determines that the coins will receive the same or higher designation (or an equivalent or higher designation) from NGC.

Examples:

  • NGC determines that a coin graded PCGS PF 65 DCAM would be graded NGC PF 65 Ultra Cameo. The coin will cross to NGC because the numeric grade is the same and the Ultra Cameo designation is equivalent to the DCAM designation.
  • NGC determines that a coin graded PCGS MS 64 RB would be graded NGC MS 64 BN. The coin will NOT cross to NGC because the BN designation is lower than the RB designation.
  • NGC determines that a coin graded PCGS MS 64 FH would be graded NGC MS 65. The coin will NOT cross to NGC because it will not keep the FH designation.
  • NGC determines that a coin graded PCGS MS 64 FH would be graded NGC MS 63 FH. The coin will NOT cross because the numeric grade is lower.

Star Designation (★) — You cannot request that a coin cross only if it receives the NGC Star Designation.

Pedigrees — Due to the special verification required, NGC does not recognize designations or pedigrees assigned by other grading services if NGC requires that the coins be submitted in the sealed mint shipping box. For example, NGC requires that 25th Anniversary Set American Silver Eagles be received by NGC in the sealed US Mint shipping box. Therefore, a PCGS-holdered American Silver Eagle with the 25th Anniversary Set pedigree cannot receive the 25th Anniversary Set pedigree at NGC if submitted for CrossOver because NGC did not have the opportunity to open the sealed US Mint shipping box to confirm the coin's pedigree. While these coins can still be submitted to NGC for CrossOver, they will not receive the set designation or pedigree assigned by PCGS if NGC requires that the coins be submitted in the sealed mint shipping box.
