The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
Among Philadelphia Mint issues, only the 1916 and 1921 possess lower productions than the 1919, of which 962,000 pieces were struck. As such, it is a desirable and elusive date as far as early Walkers are concerned. In his book The Complete Guide to Walking Liberty Half Dollars, Fox assigns an R.4 rating ('Scarce. May or may not be available at larger shows') to MS63 Walking Liberty 1919 Philadelphia coins.
